15. The National Security Council may declare a state of medical emergency.

16. In a state of declared medical emergency, the National Security Council may appoint National Health Emergency Controller.

17. (a) The National Health Emergency Controller shall have the power to assume control over any and all government resources reasonably required to carry out instructions given by the National Security Council.
(b) Notwistanding 17(a), the National Health Emergency Controller shall take all reasonable steps to minimise the disruption to government services and public amenities in exercise of their authority.
(c) All military and police forces are specifically excluded from the terms of 17(a) and the juristicition of the authority of the National Health Emergency Controller.
(d) The National Security Council may impose any additional limits on the authority of the National Health Emergency Controller that it deems appropriate.
